LI Xiao Jiang
Mr. LI Xiaojiang is the former President of the China Academy of Urban Planning and Design(CAUPD). With a commendable background as a National Engineering Survey and Design Master, he also holds the esteemed position of Expert on the Central Expert Advisory Committee for Beijing-Tianjin-Hebei Coordinated Development.

Mr. LI has made extensive contributions to various research endeavors, such as the coordinated development strategy of Beijing-Tianjin-Hebei region and long-term tracking and analysis of the planning and construction of various cities in the Pearl River Delta, including Guangzhou and Shenzhen. His leadership has been instrumental in overseeing the master plans and strategic studies of mega-cities such as Beijing, Shanghai, Tianjin, Shenzhen, Guangzhou, as well as the planning of city clusters such as the Pearl River Delta City Cluster and the Taiwan Strait West Coast City Cluster.
He has overseen numerous major projects, including the National Urban System Planning, Wenchuan Urban System Planning for Post-Earthquake Reconstruction, Shenzhen Luohu Port/Railway Station Design, and Shanghai Hongqiao Hub Area Multi-Tiered Planning. Additionally, he led the CAUPD team in the post-disaster reconstruction efforts in Beichuan and Yushu, earning them national commendations of “Group Heroes for Earthquake Relief” and “Outstanding Organizations for Post-Disaster Reconstruction”. His technical expertise also played a pivotal role in the planning and construction process of the new Beichuan County, establishing an important national model for post-disaster reconstruction. In recognition of his exceptional work, Mr. LI has been honored with six gold, silver, and bronze medals for national outstanding engineering survey and design, as well as 12 first prizes for planning and design of national excellence.
He has also chaired and taken part in a wide range of studies, including the Study on Development Strategy of New Urbanization with Chinese Characteristics, Study on Urbanization of County Areas in China, Study on Sustainable Development Strategy of Cities in China, Study on Development Strategy of Station-City Integration in China, and the Study on the Scale and Structure of Urban Development conducted by the Chinese Academy of Engineering. Additionally, he has contributed to the Study on Policies and Models of New Urbanization by the Office of the Central Leading Group for Financial and Economic Affairs. Notably, he has collaborated on major projects such as the China-Netherlands-Germany joint effort on Urbanization with Ecological Civilization and the Chinese-Dutch cooperation on Comparative Study and Policy Recommendation for Green and High-Quality Development in the Yangtze River-Rhine Basin (1950-2050), under the auspices of the China Council for International Cooperation on Environment and Development (CCICED). Moreover, Mr. LI has engaged in research collaborations with the World Economic Forum on the Study on Critical Green Technology Innovations and Implementation Mechanisms. His expertise has also been sought for the Study on Green and Energy-Saving Technologies in Community Renewal of China, by the Energy Foundation, among other notable consulting projects. The invaluable theoretical contributions and ideas put forth by Mr. LI have been widely embraced by the government and highly regarded within the industry.
