Practice and Reflection on "Whole-Process Technical Consultation" in Urban Water System Regulation

I. Service Principle
Starting from design and supervision through "Whole-Process Technical Consultation", we took part in the whole process of the project including project planning, programme formulation and argumentation, equipment selection, pushing ahead with the engineering, assessment and acceptance, performance evaluation, etc., assisting the local governments in technical control, programme review, and on-site supervision of implementation.
II. Practice and Reflections
Through "Whole-Process Technical Consultation", CAUPD worked mainly on the following ten aspects:
1. Set the overall direction. The experts and technical teams of the CAUPD is responsible for deciding the overall direction, such as the formulation of the technological road-map for comprehensive water system regulation.
2. Come up with a plan. Formulate technical plans, programme of work, inspection plans, rectification plans, construction plans, publicity plans, etc.
3. Locate problems. Offer to help Party A locate where the problems lie through such means as identifying the gap by carrying out effect evaluation during the implementation process.
4. Projects review. Determine whether the technology is reasonable, whether the scheme is scientific, and whether the engineering is necessary.
5. On-site inspection. Visit the project site to inspect the progress and effect of the project, identity problems and obstacles in the progress, and provide on-site technical guidance for the implementation of the project.
6. Offer suggestions. Provide Party A with suggestions through on-site inspections, participation in meetings, review plans, etc.
7. System establishment. Assist Party A in laying down rules and regulations concerning supervision and management, assessment and evaluation, operation and maintenance.
8. Disseminate policies. Disseminate and interpret the latest national policy and relevant requirements to Party A on a regular basis.
9. Supervise progress. Assist Party A in supervising the progress of projects, especially the key ones, on a regular basis.
10. Write reports. Provide relevant technical support documents in light of the actual problems and needs.
III. Fruitful Results
The projects employing “Whole-Process Technical Consultation” achieved good results: all pilot sponge cities have successfully passed the national assessment for acceptance; cities seeking technical consultation on black and odorous water body regulation have passed the national assessment as well; many projects earned good reputation in the industry, becoming models and are praised nationwide.
