II. Core Concept and Objectives of Plan
Implementing the new development concept, the project team put forward the core concepts of innovative development, coordinated development, green development, open development and shared development in planning. Guided by those core concepts and conforming to the "innovation-driven" and "people-oriented" development of the city, the plan set the following goal of urban development: build Shanghaian "excellent global city, an international center of economy, finance, trade, shipping, scientific and technological innovation center and a cultural metropolis".
III. Innovative Exploration in Planning
The project team carried out extensive innovative exploration in the formulation of the plan.
First, people-oriented. In setting the goals and positioning, the project team attached more importance to the needs of "people", seeing to it that the aspirations of different groups of people for urban development are incorporatedthe planning. In terms of implementation strategy, we proactively conformed to the change of lifestyle in future and focused on community development, organizing a community network that is compact, with various functions, and within a walking distance of 15 minute to enhance peoples sense of happiness.
Second, explore models for sustainable development of high-density megacities. Bearing in mind the four bottom lines of permanent population size, total planned construction land, ecological environment and urban safety, the project team made rational allocation of various urban development resources. In promoting the transformation from extensive growth to endogenous growth, and shifting from expanding in scale through incremental growth to improving efficiency by optimizing existing resources, we aimed to explore the path and approach for Shanghai to achieve open, inclusive, multi-dimensional, and flexible development within the context of resource and environmental constraints.
Third, integrate overall urban planning and land use master planning, and connect various types of planning. Based on the main functional zoning and the overall urban planning and land use master planning, the project team integrated the elements of spatial arrangement and relevant policies of various dedicated planning, optimizing the spatial planning system.
Fourth, lay stress on the public policy attributes of planning. The project team made innovation in the system and form of achievements, not only fulfilling national requirements and strengthening the guidance of planning, but also conforming to government authority and strengthening the implementation of plans.
