II. Characteristics of Work

Sanya is the pilot city for "Urban Dual-Improvement" (i.e. Ecological Restoration and Urban Repair), and CAUPD has carried out a series of planning concerning the construction of "Dual-Improvement" and "Double-City" in Sanya. The "Urban Dual-Improvement" of Sanya is characterized by the combination of planning & design and on-site service. CAUPD set up a working group of more than 60 people from such backgrounds as renewal, landscape, water affairs, lighting, architecture, transportation, etc. to work in Sanya. During the 1,558so working days, they coordinated with the departments of planning, housing, landscape and others and relevant communities for more than 70 times, did various work reports and exchanges 30-odd times, and hosted a total of 13 sessions to convey and explain relevant information to the city’s leadership group, various districts and bureaus, etc.

III. Summary of Reflections

In our work of the "Urban Dual-Improvement" in Sanya, we placed more emphasis on the improvement of regulations and the building of urban governance capabilities while focusing on the research of technical methods and the discussion of implementation strategies and mechanism guarantees.

First, technical methods. We mainly adopted the method of overall urban design to sort out various urban systems, so as to realized the repair and improvement of various urban functions and the restoration and protection of ecosystems. The "Dual-Improvement" is not an "Image Project", but a project aiming at concretely promoting people’s well-being; it is not about the expansion and increase of things, but the creation and improvement of quality; it is not about fixing any single problem but all problems by taking a holistic approach.

Second, implementation strategies. The method mainly adopted was comprehensive environmental construction. We started from the demonstration section - the focus at the beginning of the project, and explored the implementation strategy of "Urban Dual-Improvement", aiming at grasping the key points and improving the overall benefits under limited time and space conditions. Take the comprehensive environmental improvement of the southern section of Jiefang Road for instance, it included the improvement of various aspects: the style of buildings’ façade, advertising plaques, street environment, traffic and transportation, urban lighting, etc.

Finally, mechanism guarantees. The following method was adopted: the administrative departments take overall responsibility and the technical team provides assistance and coordination. CAUPD, in its capacity as the provider of technical assistance, made comprehensive arrangement and coordinated with the Planning Bureau, the Housing Bureau, Bureaus of Parks and Woods and Sanitation, and other relevant departments throughout the whole project. A core leading group was also established to arrange and designate responsibilities among relevant functional departments, with clear division of work and individual responsible person in place.
