This standard was first released in 1993 and began to be implemented in 1994. As one of the earliest and most used urban planning standards promulgated and implemented in China, it has played a great role in standardizing the planning and construction of urban residential areas in China. Part of the standard was revised twice in 2002 and 2016 during the implementation process, and a comprehensive revision was carried out in 2017.The new version of the standard was promulgated and implemented in 2018, which fully responds to the development strategy and development requirements in the new era, adheres to the people-oriented, green development, and pivots around livability and moderation. Through technical means such as planning and design control requirements and binding targets, it regulates and guides the planning and construction of residential areas with a view to further improving amenities and provides technical support for improving the level of living services, curbing the excessively high-intensity development, effectively controlling the form of residence, and optimizing the living environment. The standard has won the Third Prize of Science and Technology Progress Award of the Ministry of Construction in 1994, the Second Prize of China Award for Science and Technology in Construction in 2004, the Third Prize of China Award for Science and Technology in Construction in 2020, and Second Prize of Science and Technology Innovation Award of China Association for Engineering Construction Standardization in 2021.
