II. Concept Building

CAUPD began its study of "digital planning" from Xiongan New Area, put forward the concept of "Digital Twin", and built a theoretical foundation: we must first build the facility system of digital technology by strengthening the construction of intelligent infrastructure and building a global intelligent environment system and a data asset management system. Meanwhile, digital planning should aggregate and manage the city-scale full information model, accurate geocode, and the life-cycle management of full index, facilitate the materialization of smart scenarios, and empower urban digital economy, so to realize ultimately the smart growth management of the city and the delicacy governance of the government.

III. Two Pilots

Based on the above theoretical foundation, CAUPD carried out two pilots to explore ways for digital planning to keep fostering high-quality urban development and urban renewal.

First, "digital planning" assisted in the development and construction of Xiongan. In the first phase of Xiongan, we completed the construction of digital base on which various planning were sorted out on a single platform for effective management, including intelligent review of project, intelligent site-selection management of major projects, simulation, online consultation, intelligent evaluation, public participation and so on. Building on the first phase, the second phase achieved intelligent planning and decision-making on a larger and deeper scale. Based on the Xiongan project, we developed a series of "digital planning" products, covering every stage from planning at the very beginning to city operation at the last stage. Through the Xiongan platform, CAUPD is committed to providing a cloud-based dynamic solution for the future dynamic and intelligent management of the city and the implementation of the plan in a more targeted manner.

Second, "digital twin" promoted the renewal of the old city. We constructed the life-cycle management system for old city renewal, which is able to fulfill the following functions: first, evaluate the urban prosperity and vitality index, and define the value of the prosperity and vitality of each plot of land; second, on the basis of the index, diagnose problems of the space; third, evaluate the quality of the neighborhood; fourth, evaluate the effects of the implementation of the renewal. At the same time, we promoted the digital operation of the famous cultural city through "digital twin", provided solutions for the operation and maintenance of urban culture, including cultural tourism products that turn the concept of planning"online and offline" activities, cultural vitality of the old city streets boosted by AI, building digital and sharing blocks, and building interactive digital exhibition halls, and putpractice through such projects as Beijing Old Town Digital and Culture Museum, Jingdezhen Digital Culture Museum, and Chongyong Living Room.
