I. Location of Project
The Yongding River, about 800 km long and with a basin area of about 47,000 km², flows through five provinces (autonomous regions and municipalities) of Inner Mongolia, Shanxi, Hebei, Beijing and Tianjin.
II. Ideas on Planning
Tappingthe service value of land, agriculture, forestry, cultural tourism and green energy and ecological products in the Yongding River Basin, we used the enhancement and realization of resource value as the breakthrough point to explore ways to capitalize on assets, strengthen project planning, sort out the boundaries of rights and interests and the division of responsibilities and powers between local governments and enterprises, and explored the path to change "lucid waters and lush mountains""mountains of gold and silver".
III. Implementation Scheme
We adopted a new model of "integrated river governance through integration of investors" in the governance of Yongding River, that is, to establish Yongding River Investment Co., Ltd. (hereinafter the "river company") to carry out related governance activities through government-enterprise cooperation and market operation.
Systematic identification of resource values of the entire river. From the perspective of resource development, we sorted out the resources of the river in terms of water, land, agriculture, forestry and green energy and analyzed their value, and proposed to formulate relevant special plans of resource development and supporting preferential policies to facilitate this end.
Project planning to achieve the goal of asset capitalization. From the five aspects of "ecological governance, land resources, ecological resource utilization, cultural heritage, and digital management", we laid down more than 30 sub-tasks to form a project database of ecological governance and fund balancing, and made matches according to time series and spatial location.
Government-enterprise cooperation and market operation mechanism according to project differentiation. According to the type of investment of the river company and the local government’s development plan, and catering for the project database of ecological governance and fund balancing, we decided on the cooperation mode between government and enterprise and among enterprises, and clarified the project operation mode, operation boundary, and the division of rights and responsibilities and benefit distribution of all parties involved.
Innovate in the formulation of various supporting policies for asset capitalization. Bearing in mind the goal of increasing the value of natural assets in the river and facilitating their capitalization, we formulated various supporting policies in this regard covering the following eight fields: development policy concerning river ecological corridors and corridor resources, guarantee system for comprehensive development of characteristic resources, water resources use and trading system, policy of pollution control of the river basin and emission right trading, ecological compensation mechanism, diversified financing mechanism, and implementation appraisal and supervision mechanism.
