II. Objective of Planning

Through such measures as the governance of mountain, river, forest, cropland, lake and grassland systems, the overall planning and operation of flood storage and detention basin, and the coordinated optimization of the pattern of territorial space protection and development, we promoted Dongping Lake Area to developa demonstration zone for ecological protection and high-quality development in the Yellow River Basin.

III. Strategies of Planning

In improving the drainage system of the lake area, the measures we took include dredging the drainage channels of the trunk canal in the lake area, dredging the drainage channels of the drainage rivers in the east of the lake, and strengthening the construction of drainage pumping stations in low-lying land.

In shoreline control, we divided the 81.93 km waterfront shoreline of the flood detention area of Dongping Lakethe following three functional zones for differentiated management and control: protection zone, reserve zone, and control and utilization area.

In establishing the pattern of territorial space protection and development that enjoyed excellent protection, we defined the ecological protection red line and optimized the system of nature reserves, determined primary farmland and optimized the layout of cropland, decided on the boundaries of urban development and optimized the layout of urban and rural construction land, and made certain the zoning and control requirements for the whole area.

In strengthening ecological restoration and ecological construction, we put more effort in the ecological restoration of wetlands and mines and the construction of ecological forestry.

In optimizing the spatial pattern of urban and rural residential areas, we set the goals of moving people out of the areas prone to flood and waterlogging and ecologically fragile areas and promoting moderate agglomeration of population, optimized the spatial pattern of urban and rural residential areas, focused on promoting the development of key lakefront towns, made solid effort in promoting the construction of beautiful and livable villages, and carried out the flood prevention and comfortable housing projects in an orderly manner.

In industrial development, we aimed to develop characteristic and efficient agriculture, upgrade the cultural tourism industry, cultivate the medical care and health industry, promote the concentrated and green development of industry, guide the differentiated development of township industries in the lake area, and promote the effective integration of rural revitalization and high-quality industrial development in the lake area.

In shaping the characteristic style of the beautiful lake area, we were guided by the goal of "vast landscape and exquisite residence" in building the system of landscape attractions composed of mountain-lake-bay landscape admiring corridor on the north bank of the lake area, the Yellow River landscape belt and the Dongping Lake-Dawen River landscape belt, four thematic characteristic areas and ten landscape spots.
