Mr. KONG Lingbin serves as Deputy Chief Engineer at the China Academy of Urban Planning and Design(CAUPD), where he also holds the position of Professorate Senior Engineer.

He is recognized as an esteemed expert on special allowance of the State Council and a member of the Standardization Committee for Special Planning of Urban and Rural Development in China. Mr. KONG has overseen the development of the Standard for Integrated Urban Transport System Planning and the Technical Standard for Traffic Impact Assessment of Construction Projects. His involvement extends beyond these projects, as he has contributed to the creation of multiple national and industry-specific technical standards. Furthermore, he has taken charge of and participated in over ten cutting-edge scientific research and policy research endeavors. With a focus on urban transportation, Mr. KONG has spearheaded multiple integrated transportation plans and transportation development strategies for mega-cities such as Beijing, Hangzhou, Chongqing, Xi’an, Zhuhai, Shantou, and Chengdu. He has also been involved in transportation planning for various city clusters across China. As an accomplished author, Mr. KONG has published more than 30 academic works, including notable titles such as Urban Development and Transportation Planning: Theory and Practice of Transportation Planning for Mega-cities in the New Era, Technical Manual of Traffic Impact Assessment, Theory and Practice of Transportation Planning for Dense Urban Areas, Practice of Urban Planning, Implementation Guidelines for Standard for Integrated Urban Transport System Planning GB/T51328-2018, and Sustainable Transportation Development: Research on Policy Priorities (Translation). His contributions have been acknowledged with over 30 national awards for planning and design of national excellence and scientific and technological progress.
