II. Technical Thinking
Based on the strategic consensus reached, the planning optimized the spatial pattern of the Chengdu-Chongqing region, focusing on key areas such as ecological protection, transportation connectivity, facility construction, industrial development, environmental quality, and exchanges and cooperation between the two places, valuing strategic thinking and coordination in each field. On the one hand, we sought to identify breakthroughs in the development of Chengdu-Chongqing region based on our understanding of new national requirements and trends of development; On the other, we located the restricting factors and conflicts in the space of Chengdu-Chongqing, and supported the realization of spatial strategy by planning spatial actions, optimizing resource allocation, and coordinating the spatial relationship between the two cities.
III. Strategic Reflection
Centering on the national requirements and the upper-level planning’s positioning of the Chengdu-Chongqing region, we studied the spatial mission shouldered by the region and identified three key transformation and opportunities facing the region: first, from a regional center to a national growth pole, it takes on a new mission to lead economic development; second, from the hinterland to the frontier of opening-up, the region was offered the opportunity to accelerate its integration into the global division of labor and deepen its opening-up; third, from population outflow to return of the people, which has added impetus to regional socio-economic development and new-type urbanization.
In addition, our planning also identified three breakthroughs in implementing the national strategy from the perspective of space: as a national growth pole, focusing on strategic industries of strategic importance and the distribution of high-level innovative functions; as a gateway of national opening-up, giving priority to the construction of international functions and hubs; as a region that is home to tens of millions of people, attaching importance to the improvement of the quality of living environment and public services.
IV. Implementation at Space Level
Given the problems of insufficient leadership of high-end industrial economy and and weak foundation in the hinterland in Chengdu-Chongqing region, the planning aimed at reshaping the core industrial space. Given the high cost of external transportation and the shortcomings of facilities that is still prominent, we planned an open space strategy to deepen the opening up of inland areas. Given the obvious shortcomings in high-end services and county services, we made targeted spatial layout plans.
In terms of regional coordination, we attached great importance to the following three key areas: first, build a solid ecological barrier in the upper reaches of the Yangtze River while taking into account both protection and development; second, integrate infrastructure to ensure the resilience of regional security; third, optimize and classify the allocation of resources and provide guidance for zoning.
