I. Location of Project

Xiongan New Area, Hebei Province: three counties of Xiong, Rongcheng and Anxin of Hebei Province and the surrounding areas;

Demonstration Zone of Green and Integrated Ecological Development of the Yangtze River Delta: Qingpu District of Shanghai, Wujiang District of Suzhou, Jiangsu Province, and Jiashan County, Zhejiang Province.

II. Evolution of the Concept of Urban Development and Planning & Construction in China in the New Era

In the new era, the concept of urban development and planning and construction keeps evolving, bringing about the following changes: in green development, the focus shifted from "making use of nature" to "harmonious coexistence between man and nature", in the driving force of innovation, the focus changed from "global production network" to "regional innovation network", in cultural inheritance, the focus changed from "passive protection" to "active inheritance, utilization and promotion", the focus of urban development changed from "economic growth" to the "well-being of humanity", and in urban security, the focus changed from "passive response to disasters" to "safety, wholesomeness and sustainability".

Xiongan New Area and the Demonstration Zone of Green and Integrated Ecological Development of the Yangtze River Delta (hereinafter the " demonstration zone"), as the physical entities that took the lead in implementing new practices under the new concept, shouldered the mission of practicing the new concept.

III. New Planning Practice of Xiongan New Area

CAUPD has been actively exploring new paths of urban construction in Xiongan New Area under the guidance of ecological civilization.

In spatial layout, we restored the shallow lakes to its original features and consolidated the backbone of the plain and forest network. In cultivating innovative economy, aiming at the latest science and technology of the world, we introduced and cultivated innovative resources in light of the major strategic needs of the country. In shaping the unique style, we gave prominence to the Chinese characteristics by employing the traditional concept of city-building and construction vocabulary and through the guidance in terms of spatial layout, overall and architectural style. In land use layout, we controlled the intensity of development and established the urban development pattern featuring efficient land use and “blanks” as appropriate. In urban security, we built a safe and resilient guarantee system and a digital city system.

IV. New Planning Practice of the Demonstration Zone

CAUPD explored ways to enhance the spatial value of the peripheral areas of the administrative district through integrating new functions and new spaces with existing spaces in the demonstration zone.

In ecological construction, we improved the network pattern of water system, enhanced the self-purification capacity of water quality, and carried on the characteristic spatial pattern of water towns. In the cultivation of innovation economy, we fostered the kind of business operation with global competitiveness and bigger voice, forming a number of agglomeration of innovative businesses. In cultural inheritance, we established the framework and regulation system for the protection of the overall historical and cultural pattern of the demonstration zone, stressing the spatial form and architectural characteristics of the south-of-the-Yangtze-River-town. In the construction of urban-rural pattern, we built an urban-rural system composed of brisk urban areas, characteristic towns and beautiful villages, emphasizing the role of natural scenery.
